Newsom promised Californians over two years ago they'd be allowed to eat roadkill, He still hasn't kept his promise.
Californians probably won’t be eating roadkill this year, despite a much-hyped state law

In 2019, news outlets across the country had headlines proclaiming that California drivers would soon be allowed to eat roadkill, thanks to a new state law. More than two years later, it remains very much illegal to pick up a wild animal carcass along the side of the road in California. And it’s likely to stay that way for the time being, despite the law that Gov. Gavin Newsom signed that allowed state wildlife regulators to establish a roadkill salvage pilot program by Jan. 1 of this year.

The reason: The Legislature never provided the millions of dollars necessary to get the program off the ground. “COVID-19 has required us to triage and sometimes redirect focus on many of our mandates, including valuable new programs,” Jordan Traverso, a spokeswoman for the Department of Fish and Wildlife, said in an email. “Regardless of the missed implementation date, we are still working toward beginning a permit program that could bring many thousands of pounds of meat to Californians.”

raverso said there’s no timeline for when that might happen. Despite headlines in 2019 that made it seem like roadkill dinners would soon be legal, the bill itself never formally made it so — something officials at the Department of Fish and Wildlife felt they needed to remind Californians who got the wrong impression. “Such a program is not yet in place,” the department said in late 2019, “contrary to many news articles and social media traffic.” Instead, the bill, titled the Wildlife Safety Traffic Act, said state wildlife regulators on the Fish and Game Commission “may establish the wildlife salvage pilot program no later than January 1, 2022,” and only “upon appropriation by the Legislature.” That funding never materialized after lawmakers passed Senate Bill 395.

Initially, the legislature had other things to worry about, including confronting a global pandemic and a national reckoning over race and police violence. Then, last year, the governor’s budget provided a boost of hundreds of millions of dollars in funding for the Department of Fish and Wildlife and for wildlife road crossings, but it didn’t include any money for a roadkill-salvage program. Wildlife officers have long been cautious about making the practice legal in California out of concerns poachers would manipulate the system to claim animals they shot illegally as roadkill. State highway officials have been leery of motorists stopping to gather carcasses on the side of dangerous highways. Health officials have warned about people eating potentially rotted meat. But advocates of roadkill salvage such as State Sen. Bob Archuleta, the Los Angeles-area Democrat who authored the bill, said potentially hundreds of thousands of pounds of healthy meat is left to rot on the side of the road, instead of being picked up to feed those in need. Archuleta’s office didn’t return a request for comment Friday.

The weakness I can see in the proposed law is that people might start using their vehicle as a hunting weapon. Instead of trying to avoid that snake or rabbit on the road, they'll take aim at it for a free lunch.
