I don't know how it is in whatever pretend universe you want us to think you live in, but conservatives are typically thought to feel that legal personal ownership and use of firearms is acceptable, and liberals are typically thought to be against same.
Or, more likely, this is just more gamesmanship to keep us dancing to your silly drum-beating.

Canada's last Conservative government gutted our gun laws. In 2015 Trudeau got elected on a promise to restore sanity to our gun laws.
In a press conference the day after his election Trudeau, in typical Liberal fashion, announced "We won't be revisiting that issue."
I may disagree with the Conservatives but, at least, they follow through on their promises.

If =ROUND(A1*(1 + RANDBETWEEN(10,25)%), 2)
However, that generates only "integer" percentages 10%, 11%, 12%, etc. If you want percentages with 2 percentage decimal places -- 10.00%, 10.01%, 10.02% etc -- one way to do that is:
=ROUND(A1*(1 + RANDBETWEEN(1000,2500)/10000), 2)
=ROUND(A1*(1 + (10% + (25%-10%)*RAND())), 2)
or
=ROUND(A1*(1 + (10% + 15%*RAND())), 2)
