A question for folks in the biz

It seems to me that, years ago, stations programming would be decided locally. A PD, Sales Manager, even GM. Programming decisions would be made in house. But since deregulation, it seems more decisions are made at the corporate level. National formats, cluster tweeks and numerous stations flipping to the same format around the same time. Did it always used to be this way? It seemed like for a time, things like this were done in-house. Anyone that's been around a while care to chime in?

Mega Hertz,when slobberers rather than the mellifluous voices of my boyhood infest the airwaves,it's because the suits are going for the lowest common denominator to soothe rather than challenge or even entertain the masses.
