Its probably more like 750 a ratings period...1500 for the total year...still a small sample size...but radio stations have been complaining about that since they started the ratings....

Incorrect. If you don't pay, you don't have access to the information, to use for sales, etc. And you aren't listed in All Access, Radio Ink, etc. But if you subscribe, you see everyone's numbers. Agencies subscribe, thus they see all the numbers. Everyone who has listening gets rated.
