Actually, a translator or booster could have service contours out to the 54 dBu of WLAV because it is Class B. Since boosters do not require a separate channel, you don't have acquisition or allotment issues, and a few well placed boosters along the Lakeshore and in the Grand River Valley might help...

I see that under the radar, a THIRD broadcast station in Michigan with call letters starting with K, this time a digital LPTV in Midland, MI called KSET-LD Channel 25, has appeared. It is a silent STA.

Apparently, it used to be the top of a ski area. If you can get a clear view free of or above the trees, you should have pretty good results.

Northern Livingston County has high elevation and you have a line of sight where you could probably see the WIOG tower lights on a very clear night. Superpower stations are only protected to a reference facility for its class, in this case Class B, 50 kW/150 meters. It's grandfathered at 86000 watts as a Class B. It was granted 86000 watts back when it was considered to be in Zone II. These maps show Grade A Contours and Grade B Contours, not City Grade Contours. It looks like WKZO-TV 3 NTSC analog probably didn't cover all of post 1960 Grand Rapids with a City Grade signal. There are some posters here who have software so that if they had pictures of the bays and tower they could model the tower interactions and pattern, vertically and horizontally polarized polar patterns. The true test would be in the valley around and within downtown GR.
If the valley is deep enough and the signal weak enough, they could try an experimental portable booster with an STA. To minimize interference fringes, you could use a long Yagi to beam the booster straight down the river valley.
